The enclosed city­owned property located at southeast portion the Anthony Lake, located in portions of Section 14, Township 33 South, Range 07 West, in Harper County, Kansas, and marked “City of Anthony Dog Park” is hereby designated as the City of Anthony’s dog park, and is subject to the provisions found within this article.

No more than three (3) dogs allowed per owner/guardian, per visit within the designated dog park.

The owner/guardian must be present within the fenced enclosure of the designated dog park and is responsible and liable for behavior of the dog(s) at all times.  The City of Anthony is NOT liable for the actions of any dog within or outside the boundaries of the designated dog park.

The owner/guardian is responsible for cleaning up and properly disposing of dog excrement.

All dogs must be current with vaccinations.  All dogs are required to be current with rabies vaccination in accordance with state and local laws.

The owner/guardian must have in their possession a leash for each dog(s) and remain within view and voice control of their dog(s) at all times. Dog(s) must be on­leash until they enter the entry gate of the designated dog park. The owner/guardian must make sure to close all gates behind him/her.

For the safety of the dog(s) and those of others, collars that choke, pinch, spike, or shock are prohibited in the designated dog park.

Dogs must be under the direct control of the owner/handler at all times, with no exceptions. Dogs must be trained and responsive to voice commands to prevent aggressive behavior, fighting, biting, and excessive barking. All aggressive behaviors are prohibited.

Aggressive dog(s) and/or dog(s) with known aggressive behavior as determined by the local police department are prohibited from the designated dog park.

Female dogs in heat are prohibited.

Each dog must be free of communicable illness and parasites (worms, fleas & tics). Dogs with communicable illnesses and/or parasites (worms, fleas & tics, etc.) are prohibited.

Children under the age of 18 must be accompanied by a parent/guardian and closely supervised.

The owner/guardian must fill in any holes made by their dog(s) digging.

Dogs are the only animals allowed in the designated dog park. All other animals are prohibited.

Food and glass containers are prohibited in the designated dog park. Dog treats are permitted.

The owner/guardian must clean-up after their dog(s) and themselves. Trash and dog excrement must be placed in the appropriate receptacles.

The owner/guardian is liable for damage or injury inflicted by their dogs.

The City of Anthony’s designated dog park is open from 5:00 a.m. to 11:00 p.m., seven days a week.

Violation of the designated dog park rules may result in the prohibition of a certain dog or owner/guardian from using the designated dog park either pe1manently or for a temporary time period.

Any type of commercial event at the designated dog park is prohibited, unless the City Commission grants an exception. Any such exception would require, at a minimum , proper event insurance as determined by the City Commission.

Alcohol is prohibited within the designated dog park.

Upon conviction of violation of this article, the defendant shall be fined or imprisoned, or both, pursuant to the general penalty provision of the Code of the City of Anthony, Kansas, Section 1-120.
