(a)   There is hereby declared to be established by the City of Anthony, Kansas a special fund to receive contributions for “exclusively public purposes” which fund shall be administered and expended by the city commission. The intent of any donor to use a specific gift for a specific purpose shall be honored insofar as may be possible and practicable. No expenditures shall be made from such fund as are not for “exclusively public purposes.”

(b)   The aforesaid fund shall be designated as “The City of Anthony, Kansas Public Purposes Fund” and all records of same shall be kept by and at the office of the city clerk.
