There is hereby created an Anthony Skate Park Board which shall consist of not less than five members or not more than seven members. A majority of the board shall be residents of the city. All members will be appointed by the mayor with the approval of the city commission. The board will annually elect a chairperson.

In order to initiate a staggering system for a four-year term, two members of a five member board or three members of a seven member board shall be appointed for four years, one member of a five member board or two members of a seven member board for a three year term, one member of a seven member board and one member of a five member board for a two year term, one member of a seven member board and one member of a five member board for a one year term. Board vacancies shall be filled by the mayor with the approval of the commission, for the remainder of the unexpired term.

The skate park board is responsible for establishing rules and regulations; overseeing operational guidelines; raising funds for replacing equipment; promotion; and creating events for the skate park.

A fund shall be established titled Anthony Skate Park. The skate park board shall be responsible for all funding of the operation and maintenance of the skate park. No tax monies may be used for the skate park (with the exception of insurance, fencing, lighting and grounds maintenance). All revenues from the skate park shall be placed in the Anthony skate park fund to be used solely for the continued operation, maintenance, and upgrades of the skate park.

The skate park board shall meet at least once a quarter and shall furnish the governing body a written report of all meetings.

Members of the skate park board will serve without compensation.
